fonts on a website; removing frames

1) is there a way to make fonts appear on your website, which would otherwise not appear if they were not in the viewer's system folder?? i.e. by uploading them on to the webspace, (and?) using a code or tool to make the browser locate them in the webspace?

2) how do i make it so when a page is loaded, it removes the previous frames and loads a new two frames?

the HTML commands are within javascript coding which makes my navigation menu - and i can only get it to load the first frame (new navigation frame) if i take out the "target" command... and if i keep the target command it loads the two new frames in the target frame, making three frames (and then if you click a link on the second navigation frame if loads the link over the second two frames and so i end up with the navigation frame from one webpage, and the target frame from another page!!)
