DOS App needs EMS won't run

I have to run an old MS-DOS application that needs at least 1 meg of EMS memory on a Windows 2000 SP4 environment. I have 7 machines this needs to run on... 5 of them are working fine, but two do not. The program reports that no EMS memory is available. These two machines are identical ABIT AL8 MB with DDR2-667 memory in dual channel mode. The paramenters in the config.nt file are fine, and in fact all the configurations are the same on all 7 machines. Does anyone know of an issue such as this with dual channel memory and/or the Intel ICH7R chipset? These two machines are running Intel P4 3.0 gig HT CPUs. I am and MCP on Win2K, but this one has me to wits end. Everything else works flawlessly.
