Network folder Security?

Background: I volunteer as a sys admin for a small private gradeschool. The teachers see a need for the students to access their files via a file server instead of using individual floppies. So, each student's folder needs to be secure (only the associated student can access). The school cannot afford any of the Windows servers with active directory.

Is it possible to set up a file server with file security in a workgroup? You cannot just create 2 same name users on different machines because it is a SID mismatch.

Anybody know a way to tweak this?
