XP Speed issue

Hi Gang, I have a question regarding an XP machine. It's a new machine, with a fresh install. It's virus/spy free. I have noticed some speed issue with it, that are a bit odd. It boots up fast, shuts down fast, etc. I've noticed a slowness though, doing usual tasks. For example, closing a firefox window might take a few seconds, instead of instantly closing.

It also seem like things work in 'surges'. For example, I can close a firefox window, immediately hit the start button, and open my computer. In about 2 seconds, all 3 of these things happen simultaneously. There are no random processes going, or anything out of the ordinary. The only thing that is is funky, is that it has a slow-ish data connection. It is 100MB to the switch, but the switch to the domain controller has a slow connection at times. Could this cause it?
