boot up problem

A friend is getting a system error message during boot up that lists a problem file,; the string with the file location includes "internet explorer" or "ie explorer, and he doesn't have active desktop activated The messge appears when he clicks "Restore my active desktop". We have rebooted multiple times.

He can access the internet.

I ran defrag to see if fragmentation could be part of the problem. It isn't.

What should he do?

he has Win XP

I'll get the error message from his computer. I saved the exact text ion a txt file. I tried to use a screen capture utility to capture the dialog box, but couldn't. The error dialog box had the major focus on top of everything, even the window I was currently working in.
