Edit User Groups Localy

Hello.

I have one computer and multiple users, no domains, just home network in a single workgroup. I would like to assign different users to different rights. This is done by assigning them to user groups. Now, if I don't like the default groups (Users, Power Users...) how can I edit them and/or how can I set permissions to newly created groups?

By this I mean how to prevent specific users to install any programs, to use USB ports, to use DVD, to start messenger...

I checked out Group Policy editor but I've got a feeling it sets the global permissions, no matter which group you are in.

So let's say:

All users in my new group "Batmans" would have all permissions while users in my new group "Robins" would not be able to install any programs nor access DVD and USB. How can I do this?
