root-like access via SYSTEM

In XP I was able to get SYSTEM access via the 'at' command in the command line. They have disabled this in Vista and I was wondering if anyone knew of a way to get SYSTEM level access. Or if someone knew of a way to change the owner on a file they don't own, that'd also solve my problem.
