Does this happened when you are trying to shutdown or when you are using your computer?

Do you have an anti-virus installed? If not please download one and do a full system scan. Also try fragmenting your hard drive.

What are your system specs, and how long has this problem been around for?

Which version of internet explorer are you using and which version of windows (State if it's XP Professional, or XP Home edition, Vista Basic, Vista Ultimate, etc)?
