switching to foreign keyboard

Hi there,

I use a cordless german USB keyboard frequently with my laptop. To switch between my thinkpad's built-in UK keyboard and the german one, I've added a keyboard shortcut via the regional-languages control panel. What I find incredibly annoying is the fact that upon opening a new app or folder, XP reverts to the default keyboard layout (in my case UK), such that I have to keep hitting the hot-key assigned to the german keyboard layout for any new app or folder. Switching the default to German would be equally annoying when the external keyboard isn't attached. Surely it's possible to tell XP just once to accept a single keyboad layout for an entire session, across all programs & folders, isn't it?
