If you have the View set as Thumbnails and in Folder Options>View tab you have it set to cache thumbnails the thumbs.db files will automatically be created. I have my folder set as Thumbnails and have all system & hidden files shown, the thumbs.db file for that folder is absent. Also there is nno such option as "cache thumbnails".
