V21 problem

First, silly as it sounds, try rebooting stuff in the following order: Power down PC, Router and Cable Modem (power off order doesn't matter too much). Power on Cable modem, wait for lights to stabilize, power on Router, again wait a few, then power on PC. See if he can connect.

If he can't, have him do ipconfig at the command prompt and read you the IP Address on the Ethernet card. If it's 169.254.x.x, the PC isn't receiving an IP from the router. Check out the router (consider resetting to factory defaults unless there's custom configuration on it), and cables. Be sure PC has a link light to router.

If he has a 192.168.1.x or 192.168.0.x address, he has an IP from the router (it depends on the make of the router, but most fall into one of those two ranges by default). Can he ping the Default Gateway (which should be the inside IP of his router). If so, can he ping the outside interface of the router (you'll have to get into the router's configuration screen via a web browser to find that IP). If he can, can he ping the ISP's IP address? (Often one IP below the router's outside IP. Should show up as Router's Default Gateway). If all of that works, can he resolve an Internet Name by pinging a site like www.cisco.com?

If he can't resolve names, have him try to ping the ISP's DNS Servers (the information should be available in the router some where, or in an ipconfig /all at the command prompt. ISP's foten change their DNS Servers without notifying customers).

I worked from the PC out, so post the first step that doesn't work for you, and I'll try to help isolate the problem.

Sincerely,
