Do you want a downstream-only ISP?

I don't think this is possible, as a connection works like this:

Client requests data from server on client upstream in form of SYN packet

Server sends SYN-ACK packet on client downstream with data

Client sends SYN-ACK packet on client upstream

Server sends ACK packet on client downstream

But it is possible... First of all it is quite expensive... Some folks in my town had it and it cost somewhere around 80$ a month...

But I don't know the service provider for this.. I suggest google for some info ...

That diagram still consists of both an up and downstream, they're just over different mediums. The upstream is over a dial-up line, and the downstream is over satellite.

You need to find a local satellite internet provider (but expect to pay about $100 USD/month for the service and a lot more for the equipment).
