Hello. Welcome to NP.

Not an answer to your question but, to conserve the life of a hard drive it is best not to have it constantly switching on and off. Continual stop/starting puts strain on the mechanical parts which can result in early failure.

Have the drive running all the while the computer is running.

Check what programs you have running. if one of them needs drive access every 15 mins it will cause the drive to spin up again.

Try disabling programs you don't need running all the time, QuickTime quick launch etc. You can either do that in the program settings, right clicking on the icon in the try in the bottom right hand corner, or selecting run from the start menu and typing "msconfig"

Once into msconfig, click on the start-up tab. You'll see a whole list of things with check boxes, if you can see any that you know you don't need uncheck them and apply. Anything you're unsure on either google to find out what it is or post the name here, DO NOT uncheck things unless you're sure of what they are.
