What happend to the Security tab?

I am trying to help my brother set up his comuter over the phone and we ran into an issue last night. I want to share his personal files with the other accounts on his computer. We just did a fresh install. I are trying share his files in the My Music folder with the group Everyone. I sent him these steps.

Right click on the folder's properties and select the Security Tab.

Buy he claims not to have a Security Tab, only General, Sharing, and Customize. Is there something special we need to enable to set folder/file permissions? I believe his accound is in the Admin group. Any ideas, or alternate ways to add his music folder to be accessible by "Everyone"?

I don't want to physically move the files to another folder. His Ipod is already associated with the files in the My Music folder and I want to pick my battles, especially when we're doing this over the phone! :D

If the folder is located under %USERPROFILE% (C:\Documents and Settings\Username\) and the account has a password, you will not be able to access the files or folders.

A better idea is to store files in the "Shared Documents" of the All Users folder. This can be mapped to a network drive, even for limited accounts.
