Random PCs requiring Admin rights to install USB devices

Running about 6500 WinXp Pro SP2 systems in an AD environment. About 1/4 of the computers are now requiring admin rights when users insert any usb devices including mice and/or keyboards already installed if moved to other usb ports on the box.

The only new application installed has been Altiris Protect which we installed on all computers.

Altiris recommends reimaging the systems affected but on a total company wide scale thats roughly 1500 systems.

Any suggestions????
