page fault in nonpaged area trying to reload program files for xp home

I'm new to this forum but I have been working with windows problems for many years. I am completely stumped on this one however. No one seems to be able to help me other than the standard suggestions. Hopefully this is the place to be.

I have a machine that no longer boots into Windows. It will POST ok, but once it detects everything and should proceed to the point where I could either hit F8 or let it load normally it will just hang at a black screen. I have tried reloading program files with a couple different Windows XP Home cd's and after I hit F8 to accept the EULA it displays "Loading Setupp.ini..." then brings up an error "Page_fault_in_nonpaged_area" with a stop error of 0x00000050. If I try to go into the Recovery Console, it will give me an error when it asks me which Windows installation I want to log into. I hit 1 for C:\Windows and it BSOD's with the same error.

I have swapped out a new motherboard, memory, processor, psu, cdrom, removed all pci hardware devices, disabled every unnecessary onboard device in bios, scanned hard drive for physical defects (none), ran chkdsk /r in bartpe, removed floppy, swapped out cables, and I think that's it.

A curious thing is, if I put in a Windows 2000 installation cd I can hit F8 and it will get past the error and bring me to the list of partitions.
