Remote Desktop and Windows Logon Events

I have an issue that I am seeing and would like to know where to look for some explanation.

If I log on to a PC the Windows Logon Event gets set to StartShell 0x10. If I then go and use RDP to log onto the PC the Windows Logon Event is changed to Startup 0x08 and stays there. It never goes to StartShell, even when I disconnect from the RDP session and then go and login on the PC itself the event is still Startup. It will only get back to StartShell if I log off and then log back on to the PC.

Does anyone know why the Windows Logon Events do this with RDP?
