Can't install .NET Framework 1.1

I just can't seem to get .NET Framework 1.1 to install. Everytime I try and install it, it always gives me the following message at a quarter way through the installation:

"Error 1304.Error writting to file:

C:\WINDOWS\Microsoft.NET\Framework\v1.1.4322\1033\Vsavb7rtUI.dll

Verify that you have access to that directory."

I am logged on as the Computers Administrator.

I re-installed Framework v1.0 which went fine with no problems, thinking that this would help but it did not. Now I am all out of options and have no idea what to do. :(

- Your file system on the C: drive is NTFS?

- Did you previously attempt to install .NET Framework 1.1 from another user?

- Can you check the security settings of folder C:\WINDOWS\Microsoft.NET\Framework\v1.1.4322\1033 ?

- What's the current contents of this folder?

Yes, the file system on C: is NTFS.

No, the Administrator is the only user on the computer.

I tried to access the 1033 file folder in the C:\WINDOWS\Microsoft.NET\Framework\v1.1.4322\1033 path and it won't let me open it. It says:

"C:\WINDOWS\Microsoft.NET\Framework\v1.1.4322\1033 is not accessable

Access is denied"

I did right click the 1033 folder and went to "Properties". It shows 0 files and 0 folders, yet won't let me open the 1033 folder.

I think you should try to delete the '1033' folder and the upper 'v1.1.4322' folder. You may need to adjust the folder's access permissions.

I am running XP Pro SP2 and windows is fully updated.

When I try to delete the v1.1.4322 folder (or any file or folder in it) is says that I do not have permission to do that. Access denied.

I set security and permissions to allow for everything and I tried again. Same thing happens. If I can delete the file and folders I think that might work, however I can't seem to find a way to do it.

I got it!

Here's what happened. I was messing around with securities and permissions for about an hour. I started looking at the opperating system dlls in the Windows\System32 folder and found that there were permissions under "System" along with "Administrator" The Framework folders didn't have a "System" permission. Only "Administrator". So I went ahead and created a System permission and it allowed me to delete the folder and all the files. After a fresh re-install, it works great!
