POP3 not starting on boot

When I reboot my server with windows 2003 and exchange 2003 all Exchange services in computer management are showing started. However, is I start the service manage snapin for exchange POP3 and IMAP4 are not running. My clients cannot connect to this server via these protocols. I can right click and start each server and they run fine. But if the server get rebooted for any reason these services will be unavailable. There is no error messages no warnings nothing to indicate that there is a problem with POP3.

Just in services they are running and in exchange management they are not. I don't know
