Migrating with Sysprep, using XML answer answer file!

What i would like to do is create an answer file make a bunch of changes to it and then test it in audit mode. The purpose of this is to prepare it for imaging for use in a corporate environment. but i am having a slight difficulty with sysprep.

In a virtual pc running vista i created an answer file using win AIK then saved it in the sysprep folder as unattended.XML

i open cmd change directories to the sysprep folder and run :

sysprep /unattend:C:\Windows\system32\sysprep\unattended.XML

i am then prompted with the sysprep UI where i select audit mode and reboot. when it reboots it all goes well logs in but none of the changes i made in my answer were implemented! If anyone has any ideas or suggestions it would be much appreciated.
