Shortcut to screen saver config?

Is this possible? I have just programmed a screensaver, and it works like it should. It takes the switches /c for config and /s for screensaver /p for preview. So if I put it in system32 folder, it works like it should through the Display Properties/Screen Saver tab.

But I am trying to make an installer for it, and I would like to make a shortcut in the startmenu to

screensaver.scr /c

but it doesnt work. Why? I have absolutely no idea! I adjusted the screensaver so that it outputtet what switches it got in, and it seems like windows gives it /S instead of /c, even if I say /c in the shortcut?? Why? How? Writing

screensaver.scr /c

in cmd works like it should, and it works in the screen saver tab as well. But not in shortcuts! Why Windows, Why?!

I know that I could probably make a bat file or a launcher app, but I dont like solutions like that. A shortcut to screensaver.scr /c should work!!

Anyone knows a solution to this? Or who could shed some light upon the subject? Cause I feel kind of clueless, lol
