Windows 2000 Smtp Ntfs Certificate Issues

Hey everyone, I have 7 windows 2000 advanced server boxes and all were configured with exactly the same setup except for their IP's. The weird thing is that when I set up the smtp they all worked differently.

All servers go to use ntfs emails but have 3 different files associated with each email.. There is an email file, html file, and a ntfs certificate file. I do not want this set up because 1 server sends out the files but super slow, and the otehr servers eitehr do not send the emails or they send them even slower. As slow as only 100 a day.

Does anyone know how to turn the certificate service off keeping in mind that I never went throught he certificate wizard to even create one?
