Javascript links blocked from opening

Somehow, one or more settings have been changed and javascript links are being blocked.

The focus will leave the current window but a new window doesn't appear. There are also linked set to open into a new tab and the tab is activated, but no web page content is shown in the browser; ithe text on the tab itself says "Connecting" and the address bar for the tab has the same url as the page the link is on

For example one link that didn't come in so I right clicked on the link and got the properties:

Protocol: Unknown Protocol

Type: Not available

java script:osfpopup('https://www.healthcaresource.com/osf');

I have looked at my internet advanced settings, but I'm not real knowledgeable on Java or script settings. I've looked on the security settings in Control Panel

but don't know what to look for.

Assistance is appreciated. Thank you.

I should add that another change I noticed at the same time is the inability to drag and drop icon or items within a folder or between folders
