Well u dont need to play with registry for this.

Simply open My Computer -> Click on Tools in main menu -> Folder Options -> Click on File Types Tab.

Now here u will see .BAT , select it and then click on Change button on this window and select cmd from C:\WINDOWS\system32.

Thats it.
