Keyboard Delay

I have a Dell PC which comes with the standard dell keyboard. Recently the keyboard stopped interacting with Windows Vista Basic. The keyboard is fine as I have tested it on another PC and also when you login to Windows initially to enter your login and password the keyboard functions correctly. Once windows has loaded though the following problem occurs:

Any application used requires you to hold down each key for 2-3 seconds before it appears on the screen and a quiet beep is heard from the PC!

I have updated all software and virus software but nothing is to be found.

My searches on the web have been fruitless apart from one suggestion which asks me to remove the KEYBOARD.SYS file and then rescan teh hardware. For some reason my PC will not let me delete the file as it says I need to be an administrator, which I am but it still does not let me delete!

Any thoughts on these two problems would be greatly appreciated.
