Vista Local Security Policies: require logon CTRL-ALT-DEL

Vista Local Security Policies regarding logon: Do not require CTRL-ALT-DEL is default to Enabled. I disable it to require CTRL-ALT-DEL and it works once, then is reset to enabled to NOT require CTRL-ALT-DEL after the first time. I would go back and change to setting again to disable. Again it would work the first time requiring CTRL-ALT-DEL before logon, but afterwards, the setting changes back not requiring the CTRL-ALT-DEL to logon. Is this a Microsoft glitch?
