Save/Cancel/... No Open?

Certain users at my workplace can't Open new Office format documents [.xlsx] from the web. They only have the option to Save or Cancel...

What's weird is that when they click on the link for the file, say an Excel file for this example, a popup comes up prompting to Open, Save, or Cancel [which is normal]. However, the popup shows an icon of a zipped folder rather than an Excel icon. THEN, when you click Open, that popup disappears [again, normal] but it prompts me again with a popup, this time with an Excel icon, but only with the option to Save or Cancel.

On my computer [and others] the popup immediately shows an excel icon with options to Open Save and Cancel...

Browser is not the issue either, since I've seen this happen for users running IE6 and IE7...

In Control Panel, I checked Folder Options > File Types, and xlsx files are indeed set to open with Excel...

Tried the "Microsoft Office Compatibility Pack for Word, Excel, and PowerPoint 2007 File Formats" patch on a computer with the issue, that didn't work either...

What could this be?

Well I tried installing Firefox and that gives me the options to either Save, Open or Cancel. So it must be an Internet Explorer issue...

Also, I tried reinstalling IE6 on one of the machines that has the issue, and that didn't seem to do anything...
