Funny Folder Configuration

I visited a computer centre in a school before and found a funny folder configuration had been configured in computers.

Normally, the start menu in Windows XP Professional can be divided into two parts:

upper region (e.g. Open Microsoft Office Document, Windows Update, etc) and lower region (e.g. Remote Assistance).

Those computers have a short-cut placed in the upper region and can be pointed into other location and browse the content at that location.

For example:

Workstation Name: Client

Upper region short-cut: \\Server\Content

I tried to open "My Computer", browsed "\\Server" and right-clicked to create a short-cut for "\Content".

Then, I right-clicked "Start --> Open All Users --> Copy and Paste the short-cut to the folder".

But I failed on creating this funny feature.

Can anyone tell me how to solve it?
