XP x64 SATA HDD does not accept old ATA HDD

I have a new PC as below and XP Pro x64 works on the SATA HDD. I also would like to put in an IDE HDD from my old PC.

Everything correctly connected, and relevant BIOS setting as below, only the SATA devices appear in MyComputer. The ATA HDD does boot in the new PC (not correctly but it does: Win XP installed in the old PC) when I unplug the signal cable from the SATA HDD.

What is wrong and what to do? I would like to boot the PC either from the SATA or the IDE drive by changing the BIOS boot sequence and, in both cases, I would like to see and access both drives in MyComputer. The idea is to boot a new XP-installation (not x64) on the old ATA HDD sometimes, because I have some important but rarely used 16-bit programs, not working in the SATA XP x64 environment.
