How Do I Start a Service to Allow Logons to this Windows Machine?

I'm looking eventually to allow an outside machine to access a SQL Server service which is running fine on here locally. As well as the SQLSERVER service I need another one to allow logins either by Windows authentication or by username/password. The outside machine can ping it, but can't login.

A lot of the services have properties with a Log On tab with domain\username then password stuff. I reckon there must be one which will do what I'm after. Is it an AFP service? What is it?
