Is middle clicking supposed to bring up alt-tab window?

i use middle clicking to scroll a lot when using web browsers. I'm talking about when you middle click and a cross looking icon comes up and you can scroll.

Now with Windows 7 whenever I middle click and move the mouse the alt-tab window pops up. This is very annoying in my daily use of Windows. First off, is this supposed to happen or is it some kind of bug? If it isnt a bug, is there a way to disable it?
