Extreme Network Latency Help!

Can anyone please provide any suggestions on how to fix the below issue. I feel that I and numerous other IT Professionals have tried and are overlooking something (probably something small that will irk me later for not thinking of it.) I really appreciate any sort of insight!

Configuration: 3 Servers and 2 workstations

OS: Windows Server 2008 SP2 x32 (Servers) / Windows XP SP3 (Workstations)

Other Info: Fiber backbone running through a switch for an internal, closed network.

Issue:

We are connected using one server as the domain/AD/ISS and the other two servers and two workstations networked through a fiber backbone. We are experiencing EXTREMELY heavy latency from the moment we set up the network. To give you an idea:

-It took two days to partition the drive

-It takes ten or more minutes to transfer an approx. 10 MB file.

-Connecting remotely to the servers/workstation takes minutes.

Needless to say we are running good machines and a fiber backbone and we can't work out the latency issues. I feel like there is a configuration issue that is tying up our resources, but I can't locate any setting/properties that may be the cause of the latency.
