how to display message window before IE opens

My computer is used by many users and many times it gets infected by viruses. I want to display a warning message if anybody opens internet explorer.

What i want to do it:

If anyone opens IE, the user should get a message (in which i want to add all the information regarding disclaimer) saying that if this computer gets infected by virus, you will be responsible.

And 2 buttons: "Agree" and "I Disagree"

When a user clicks on agree then he/she should be able to surf internet

if user disagrees the browser should get closed.
