Anytime upgrade problem

I just bought an "windows anytime upgrade", was given my code, but when I tried to install it, I kept getting a message that said my "restore point" was not on. I went to that spot to turn it on-it was already on. I did that quite a few time. I decided to turn the computer off and restart. Now when I press "start, "run", and type in "windowsanytimeupgrade" nothing happen. The dialog box just disappers. I now have paid for the upgrade , but can not install it

I would appreciate any help
