USB Drives on Windows Domain

Greeting everyone, my first post and I hope it's on the right spot. Here's the deal.

We have a Windows 2008 R2 domain with ~700 users. Most are on XP with ~50 Windows 7 workstations. We have enabled an option for everyone to be able to use USB devices without an administrator via Group Policy. It all works fine on freshly installed computers, but people who had USB drives before this change are having problems - we solve them by uninstalling USB devices with an exclamation mark in Device Manager and restarting XP (I found that info some time before and it works fine). This only happens with devices that had drivers for their previously used USB drives.

However, after every Windows update, the problems comes back up. Then we get a million phone calls to fix it. It takes a minute, but it's annoying for both the users and us administrators.

My question is - how to fix this permanently. I guess we would have to give users full access to Windows folder that holds info on USB drivers or something, but if there's any other solution (or a detailed how-to for this one) I would be very grateful. Thanks in advance.
