Shows up then disappears

I am trying to work with OpenVPN. It installed correctly (or so it seems) but when I click on it, nothing happens. If I click again, I get a message "OpenVPN GUI is already running."

If I type a command into "run", such as "OpenVPN" or any other command, a console window opens but then closes instantly; less than a second. I can see different commands in the window but it goes too quickly to read them. I've had similar problems in the last few days: the console window just flashes for a moment and then disappears.

Is there some setting in Windows 7 I need to change?

Event viewer in Windows 7 should/may give you some clue as to what is happening, although I would take a guess at a user setup problem rather than Windows 7 being specifically at fault.

OpenVPN have their own very good community support forum. Reading past posts there, or even asking a direct question as you have here may open up a larger arena of diagnostics for you. Specialist forums are always the quickest way to go when seeking answers to problems with specific tie-ins to third party software or scripting, as you have the likelihood of a higher number of people using "The Software" with a large range of operating systems.
