nsa/prism locked computer

hi. my computer is locked. I totally don't know what to do. It just shows a big screen with a text that says that my computer is locked by the NSA Internet Surveillance Program and if I want it unlocked I have to pay.
I don't understand.. how come my computer got locked? I don't even live in the USA...
I am sure it is a virus, but how it this thing removed??!?

It is a malware scam trying to get money/bank/credit card details from you.

Whew, it's gone!
I did a lot of searching and reading. I found some very useful articles (the one you gave me was also really helpful) like those two http://www.xp-vista.com/spyware-removal/prism-virus-removal-guide http://www.bleepingcomputer.com/virus-removal/remove-your-computer-has-been-locked-ransomware
I had to start my PC in Safe Mode and then I downloaded those two programs http://www.malwarebytes.org and http://www.avast.com
It seems they did their job and my computers is working properly again,
