CMD wont open, DNS wont allow select downloads

I am having a rough time with my ASUS PC CG8350 Series computer. I have Windows 7 Home Premium; however, I have a large problem. That is that I cannot open the CMD. It almost instantly closes when I launch it (from several different approaches). What's more, is that when I try to download a client game from the internet --- the internet browser seems to search for 10-25 seconds and decides that I couldn't connect to the specific website (even though I had just clicked on the valid link that the site offered for downloads. Please tell me what I can do to fix either of these problems. I also know it isn't a registry problem. Regedit seems to be completely fine! It also is not likely to be a virus; I have Norton 360 and it is hopefully working --however it may have caused the problems? Thanks!
