Guest Shirley_Crabtree
Have you tried booting in safe mode? (Tap F8 while windows boots)Then disable Tweakui or select the correct tab.Shirl.

Guest ellas
To resolve this issue, use Registry Editor to remove the "NoControlPanel" value from following registry key: HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\ Policies\Explorer
-pops-
As you're on WME, a System Restore may work. It is safer than a reg edit but I appreciate that the SR isn't very reliable in ME.Hate to harp on about this but, before doing anything like installing software (from whatever source) I always make a full system backup. If anything does go wrong (as you are experiencing) you have a full image of your system before disaster struck.
