Tony Blair and his advisers have been reluctant to accept it, however, as it would mean an abrupt end to the Bush-Blair strategy for Iraq.Planning staffs at the Ministry of Defence, the Permanent Joint HQ at Northwood, and the Foreign Office, are facing the likely withdrawal of key European allies from Iraq and a radical cutback of the forces of others. The Spanish have already pulled out 2,500 fighting troops from Najaf.
