He has gone right into the background, through contacts in the Pentagon etc.. and apparently Rumsfelt, Cheyney and co. had an organisation going, before Dubya was elected, to promote US world wide dominance. They had Iraq marked out long before 9/11 because, in Rumfelt's words, it was "do able", and it would prove just how powerful they are, without causing to much trouble "at home".
