restart internet connection

Let the Cable Modem boot first. After you see a green Cable light on the Cable Modem (depending on your model), boot your PC.

If the PC's always on, you'll have to release/renew the IP Address. To do that, go to Start, type cmd, and hit Enter. In the Command window that opens, type ipconfig /release, or ipconfig /release all (you can just select the NIC you use to connect to the Internet if you know which adapter number that is, by typing ipconfig /release 1, or whatever adapter number's applicable). Then type ipconfig /renew. This will release any old ipconfiguration, and pick up a new address from your Cable Modem.
