ISP Provider "NET ZERO" Running Very Slow

Problem:

Internet Service Provider "Net Zero" using local dial-up services (not DSL or Cable) running very slow. I also tried using "Net Zero's" High Speed Service to no avail - same problem!

PC Profile:

Pentium-4, 1 gb RAM, 80 gb Hard Drive, MS Windows XP with Service Pack 2, Using Smart Link 56K Modem -Software Version 3.20-04FL4 Rev 01 - Hardware Version SL1900 PCl.

Daily Procedures:

Execute Webroots Window Washer Version 6.0 and Spysweeper Version 3.5, Execute Norton Anti Virus 2005.

Weekly Procedure:

Execute Windows Disk Defragmenter.

Well, first realize a couple of things.

1) NetZero is dialup -- it's not going to run all that quickly

2) The "high-speed" only works if you don't clear any kind of cache. The reason for this is that the high-speed is actually just an elaborate cache mechanism in that it store large amounts of images etc from your most visited pages on your hard-drive, in an effort to make things appear faster.
