commandline folder security

Are you trying to add a user or give a user privilages to certain folders?

To add, you must go to Control Panel > User Accounts or Start > Run >

control userpasswords2 (XP) control userpasswords (2k)

To give a user privilages to a folder, you must have XP Pro. Just right click the folder and go to the security tab.

I do not think there is a way to do this via command line.
