"Remember my Password" Checkbox Not Showing

I recently reformatted and reinstalled Windows XP Professional SP2, but whenever I launch Internet Explorer and other similar applications, I always get asked for the username and password to access the proxy server. However, there is no box to tick to remember the password as there usually is. I tried to add the user name and password to the Stored User Names and Passwords dialog but there was no add button, which as I read on Microsoft's site should have been. Is there any setting or method to show the "Remember my password" box?

Sorry, but I currently have a local user account with a password and that is not the issue. The problem is how to show the "remember my password" tick box in the authentication dialog, that I used to have before I reinstalled. By the way, this is the Microsoft web page I used to find where it said there should have been an add button to add stored usernames and passwords: http://support.microsoft.com/kb/306541/EN-US/. Any help would be much appreciated.

Perhaps someone else here will be able to offer some help.
