Disable DHCP XPsp2pro

It's pretty easy to disable DHCP on XP Pro, but I'm not sure it will provide you with the result you're looking for.

Right click on My Network Places, then select Properties. Right click the Local Area Connection icon then go to Properties. In the Local Area Connection Properties window, click to highlite Internet Protocol TCP/IP, then click the Properties button at the bottom. Move the radio button from Obtain an IP address automatically to Use the following IP address, and enter an IP Address and mask in the correct subnet. You'll also probably have to manually configure your DNS Servers.

Again, I'm not sure what you're hoping to gain by configuring a static IP address. I don't think this will allow you to restrict which users are able to get to the Internet.
