I believe that screen resolution is a function of the graphics card, nothing to do with Windows. All Windows does is provide a convenient way of changing the resolution. Although I have a vague memory of an actual graphics card application that came with an old ASUS geforce 2 card that had seperate profiles, may be worth a look.
