Incomplete Windows update ...?

Why not just reinstall it? You could run sfc.exe to check for any incorrect system files and they will get replaced. To do it your self you will probably have to mess with Windows File Protection and believe me its not very fun. I know most update files are kept in your C:\WINDOWS folder. They will be hidden and begin and end with a $ sign and are compressed, hence the blue font of the filename. If you want to know a LOT more about windows updates in general, check out this link...
