They are, unfortunately, quite common in the UK unless you are on cable or LLU and it is brought about because BT is regulated by OFCOM who say that to encourage LLU, BT must keep their BT Central costs high.I think this is only until 1.5 million lines are unbundled though.p.s. this is totally OFF topic but I felt I had to answer your recent query.
