Can't boot from the CD drive, BIOS configurations are ignored

I have two IDE drives

1. Secodary master , CD-Reader/Writer and DVD reader

2. secondary slave , DVD writer.

I was about to reinstall windows xp, so I inserted the installation CD to the drive and it doesn't boot from there.

I decided to try another installation CD , nothing.

I swapped between the drives, still, I can't boot from the CD drive.

I activated the BIOS, went to boot sequence, forced it to boot from the CD drive only, HD disabled, floppy disabled and guess what, it did boot from the HD ignoring my request , how is it possible?

One more thing , both drives are writers, so when I double-click it should open allowing me to copy files but when I double click the secodary master, I'm asked to insert a CD as if it's a regular CD-rom or DVD-rom.

Place the HD on the primary IDE connector and optical drive on secondary IDE connector - that is one on each IDE cable. Ensure the jumpers are set correctly. Do not have any other devices connected to the IDE at this stage.

That's the starting point.

Primary master : HDD0

Primary slave: HDD1

Seondary master: LG CD-writer/DVD combo

Secondary slave: It's now vacant but before it had been NEC DVD writer, I removed it for the time being, if there's only one device connected to the secondary IDE connector, do I even need a jumper?

Yes, otherwise it most likely won't work at all.

For one device on each IDE the jumpers should preferably be each set to Master.
